NBC was established as a partnership in 2005, as a company following on from 'Oscon', a similar partnership registered in 1982.

Both Oscon and NBC were formed to provide independent consultancy services relating to detailed measurements of physical features on the surface of the earth. Oscon acted as a consultant to major oil companies in the offshore oil industry and NBC will act as a consultant to companies, organisations and individuals with property related subjects on shore in England and Wales.

In providing solutions to client's boundary problems, NBC will conduct detailed investigations of current and archival material in the form of deeds, maps, aerial photographs and local byelaws and regulations relating to property boundaries and rights of way.

NBC is registered with the RICS and uses qualified staff with extensive experience to conduct the work onsite.

The Principal Consultant of NBC is Richard Jackson, who joined the Royal Navy in 1965 and qualified as a Hydrographic Surveyor. After ten years in the Royal Navy he was a Senior Lecturer at a technical training college for two years followed by five years as departmental and senior company manager with international survey companies. In 1982, having a total of seventeen years practical experience, he established Offshore and Hydrographic Survey Consultants (Oscon) as a consultancy, which operated successfully for a further twenty three years.

NBC is built upon forty years of practical experience in providing solutions to issues related to large-scale mapping and definitions of boundaries.

The scope of business for Norton Boundary Consultants shall be for the provision of high accuracy large-scale surveys to define:

i) small parcels of land and buildings situated thereon.
ii) areas of particular interest.

Special attention will be paid to the provisions as defined under the Land Registration Act 2002 together with HM Land Registry Practice Guide 40.

The product of the service shall be data in digital or printed format as maps or expert witness reports that may be used as evidence to support the determination of the boundary of the surveyed entities or in the development of buildings.

The Client base will be:

a) Those involved with Property; Owners, Landlords and Tenants
b) Solicitors acting on behalf of those involved with property boundary disputes.
c) Architects involved in the design of extensions to existing property
d) Construction companies
e) Local Government
f) Police Authorities
